Consultant Grade-II
One government consultancy opening
The Ministry of Heavy Industries has invited applications for one Consultant Grade-II in its HEI Division at GPOA-3, New Delhi. The original notice, F.No. 1(1)/2024-HEI, is dated 2 November 2026. This is a contractual consultancy for experienced professionals, not a fresher internship or a regular civil-service appointment.
Qualifications, experience and age
The essential qualification is BTech in Electrical/Electronics Engineering, including the named EEE/ECE/EE streams, another branch or an equivalent stream from a reputed government-recognised institution. At least eight years of relevant experience after the essential qualification is required. The annexed general framework places Consultant Grade-II in the eight-to-fifteen-year experience band. PhD, MTech in the relevant engineering streams, MBA or equivalent are desirable rather than mandatory. Candidates must be below 50 years as on 1 October 2026.
What work will the consultant handle?
Duties include implementing the Electrical Equipment Quality Control Order for low-voltage switchgear and controlgear; coordinating with industry, BIS, testing laboratories and ministries; and preparing inputs for electrical-equipment standardisation. The role also covers QCO product-classification procedures for customs, supply-chain constraints, concept notes and public policy for the electrical-equipment sector.
Further technical and policy responsibilities
The notice includes examining cabinet notes, policies, schemes, FDI proposals and bidder registration under GFR 144(XI). It also covers technical barriers to trade and non-tariff measures for FTA/PTA/WTO discussions, and technical examination of relevant reports, bills, acts and MoUs outside clean technology. Preference is given to relevant domain experience in technical regulations/QCOs, the electrical industry, public policy, international trade and project/scheme monitoring.
Remuneration and contract period
The stated remuneration is ₹1,45,000 per month. Performance-based enhancement is conditional and requires the stated approvals; it is not an automatic annual rise. The initial engagement is two years, with a possible additional year based on performance review. For retired government servants, the annexed rules provide pension-adjusted remuneration rather than an unconditional promise of the headline amount. The notice requires a good-health statement before appointment and does not provide ministry medical benefits.
Working conditions and selection
Shortlisted eligible candidates may be interviewed online or offline. The annexed guidelines describe normal office hours of 9:00 a.m.–5:30 p.m., with late work or holidays/weekends when required. Other assignments are not allowed during the contract. The general rules cover confidentiality, intellectual property, police verification, taxes, termination and limited leave; applicants should review these before accepting an offer. No housing, routine medical reimbursement or permanent appointment is promised.
Application deadline: use the ministry’s published period
The current official recruitment index lists 2 November 2026 as the Start Date and 16 November 2026 as the End Date. The PDF instructs applicants to apply within 15 days of publication on the ministry website. This article retains both official statements and uses the explicit 16 November website end date; it does not replace it with a later estimated date. No closing time is stated.
